El Paso's Segundo Barrio air quality reflects the historic South El Paso Mexican-American neighbourhood adjacent to the US-Mexico border, with the concentrated international bridge vehicle traffic and cross-border industrial and vehicle emissions from Ciudad Juárez generating elevated PM2.5 and NOₓ. The flat Rio Grande valley's calm conditions can concentrate cross-border and border crossing emissions under inversions, making Segundo Barrio one of El Paso's more persistently challenged border community environments throughout the year.
