The basin inversion affects all of Orange County, while Pacific sea breezes provide better afternoon ventilation than the deeper San Fernando Valley and Tustin's position near the Santa Ana Mountains creates modest topographic variation that can concentrate local vehicle emissions under inversion conditions.
