San Bernardino's air quality reflects the Inland Empire basin's severe topographic enclosure between the San Bernardino Mountains to the north and the San Jacinto Mountains to the south, creating California's deepest inland pollution trap. Vehicle emissions from I-10 and I-215 and the massive BNSF and UP rail freight yard complex — one of North America's busiest — combine with the basin's persistent temperature inversions to generate some of California's highest sustained PM2.5 and ozone readings.

The mountains ringing the basin can trap pollution close to the ground for days when winds are calm.
Are air quality levels in San Bernardino based on measurements or forecasts?
It is forecasts derived by downscaling forecasts provided by EU’s Copernicus Atmosphere Monitoring Service (CAMS) by taking into account local conditions such as traffic patterns. CAMS bases its forecast on satellite measurements of particles and chemical compounds in the atmosphere.
