East Los Angeles' air quality reflects the enclosed Los Angeles basin's most challenging environment, with the combined I-10, I-710, and Union Pacific-BNSF freight yard concentration generating some of California's highest diesel PM2.5. The Puente Hills create topographic enclosure, while the basin inversion traps the combined freight and vehicle emissions under persistent inversions throughout the year.
