Kōtō-ku's air quality reflects the southeastern Tokyo metropolitan waterfront corridor on Tokyo Bay, with vehicle traffic on surrounding expressways and the dense urban commercial and industrial character alongside the Tokyo container port operations contributing elevated NOₓ and maritime PM2.5. Tokyo Bay's industrial waterfront creates background industrial emissions, while summer photochemical ozone from the vast Kanto corridor is the primary warm-season concern and Koto generally maintains moderate Tokyo southeastern waterfront corridor readings throughout most of the year.

Dust carried on these winds adds substantially to particulate levels. Heat and sunlight combine with emissions to form ozone at ground level.
Are air quality levels in Kōtō-ku based on measurements or forecasts?
It is forecasts derived by downscaling forecasts provided by EU’s Copernicus Atmosphere Monitoring Service (CAMS) by taking into account local conditions such as traffic patterns. CAMS bases its forecast on satellite measurements of particles and chemical compounds in the atmosphere. Airmine’s services were developed with support from the European Space Agency (ESA)’s Business Applications and Space Solutions (BASS) team.
